SAFETY is the main thing, therefore the installation of electrical installations, such as low voltage must meet the standards set by the government. As for the installation of low voltage electrical installations, it must meet SNI 04-0225-2000 regarding General Requirements for Electrical Installations (PUIL 2011) which has been made mandatory by the Government through the Minister of Energy and Mineral Resources Regulation Number 008 of 2007.

"Based on the provisions of SNI 04-0225-2000, electrical equipment installed in the installation must first have an SNI mark. In addition, to ensure that the installed electrical installations meet the applicable standards, inspection and testing are carried out as a result of which a Certificate of Operation is issued."

ELECTRICAL INSTALLATION TEST REQUIREMENTS

1. Newly installed electrical installations must undergo inspection and testing witnessed by authorized parties. Then the inspection and testing is repeated every year (annual inspection and testing).

2. The inspection and testing must be carried out jointly by two technicians, a competent and experienced person (AK3 Electrician) and an assistant (Electrician). It is recommended that the building management be involved in the inspection from start to finish.

Notes: Inspection and testing procedures may differ between service companies (PJK3) and manufacturers. That is, the sequence of inspection and the criteria or limitations recommended by the manufacturers.

3. Implementation preparation includes:

  • Review the technical specification documents of layout drawings and Single Line Diagrams complete with all values to be compared with Permenaker No. 12 of 2015 and PUIL 2011. If there is a deviation, it needs to be noted and commented on where it needs to be a concern.

  • Install inspection signs on the door/fence so that public people do not interfere with the work of the inspection technician

4. The two inspecting/testing technicians should wear rubber gloves, preferably short hair and safety shoes (non-slip soles). They should be prepared with checklists or forms, and pocket-style battery flashlights, necessary tools and measuring instruments.

5. Both technicians must be aware or understand where the emergency switch is located as a precaution against possible incidents. If necessary, LOTO (lockout and tagout) should be installed during the inspection carried out in the panel room to avoid accidents.

6. The annual retest check should pay more attention to the parts that work heavily, for the possibility of burning and damage.

7. Test inspection work is carried out by an expert and assisted by a technician, because many equipment are time-consuming to inspect one by one. Therefore, an inspector should be assisted by a competent technician, so that the duration of the inspection is only half or maximum one hour per unit. Then another day is needed to prepare the report and discuss it with the building management.

FORM OF TEST AND INSPECTION RESULT

1. The test checklist and check results include the following:

  • Includes data on electrical installations, administrative requirements and material sources as well as which country's safety code is adopted. Also events that have occurred in the past, such as: dismantling relocation / reinstallation with deviations.

  • Includes technical requirements and findings during the inspection and recommendations if necessary, and opinions/evaluations and/or conclusions/decisions.

2. The method of filling in the list of contents should be in the form of a draft first (draft), then discussed with superiors and / or building management, then filling in completely without scribbles. The important thing in the test check report is the final comment or opinion about the electrical installation that has been checked, there are 3 kinds of possible conclusions, namely:

  • Eligible for use.

  • Fit for use under certain conditions (replace parts - repairs required).

  • Not eligible for use at all.
